  1. Usage: ON [#|+|-|^|&|@]IDLE [-|^]<parameters> [action]
  2.   This is activated when IRCII has been idle for a period of
  3.   time.  Idleness is in minutes from the last keystroke.
  4.   Parameters:
  5.         $0       minutes idletime
  6.  
  7.   So, ON IDLE 5 /ECHO FINISHED will print out "FINISHED"
  8.   after a period of 5 minutes without any key pressed.
  9.
